Enclosed is the
long promised tracing
of the Regimental
Hospital for £100
per bed (120 beds)
which I think on
the whole the best
thing we have done.
I need not
point out to you
that some alterations

1. Mr. Rawlinson is likely to have been Sir Robert Rawlinson (1810-1898), a civil engineer. According the Dictionary of National Biography, he was appointed inspector after the passage of the 1848 Public Health Act but "his work as head of the sanitary commission which was sent out by the government to the seat of war in the Crimea in 1855 that Rawlinson will be best known. Full accounts of the valuable work which was done by this commission are given by Alexander William Kinglake ... in his 'Invasion of the Crimea.'
